A config is a full set of a cheat's settings. The settings page has a picker at the top with New, Duplicate, Rename and Delete; the one showing is the one the cheat uses.
The config store holds configs people have published. Open one to see exactly what it changes, setting by setting, then Download & apply. It becomes one of your own configs and switches the cheat to it; nothing you made is touched.
In the library, under Configs, pick one of yours and press Publish. Give it a line of description and a few tags; from then on it appears in the config store under your name. Unpublish takes it back down.
Tags are the publisher's: the developer puts them on a cheat, an author on a config or a model. Use the tag search at the top of any filter menu to narrow a shelf by them, and click a tag anywhere to search by it.
